Democracy promotion, interventionism and regime change

Abstract

The pressures currently exerted by autocratic governments on NGOs illustrate their counter-offensive in their struggle against the development of democracy. Using the norm against intervention may justify this oppression and enables them to limit the influence of democratic States ; yet, non-violent promotion of democracy by subordinate peoples remains an instrument against which the strongest powers often remain unarmed.
