Haiti, beyond the elections and the Blue Helmets. Issues remain

Abstract

In spite of the MINUSTAH deployment and the presidential elections held in February 2006, the situation in Haiti is not satisfactory. Affected by its commander Brasilian general Urano Teixeira da Matta Bacellar’s doubtful death in January 2005, MINUSTAH does not succeed in reducing Haiti’s strong insecurity : on the field, it is subjected to an increasing opposition from the population, who construes it, to a certain extent, into an occupation force. As for René Préval’s presidential election, it has not allowed the establishment of a new, trustworthy, legitimate and transparent government, capable of settling the thorny issues at hand, because of strong suspicions of fraud.
