‘International community’ and security sector reform in Kosovo

The security sector reform in Kosovo reached a new phase in February 2008, after the unilateral declaration of independence. A comprehensive reform (demobilization and reintegration processes, drafting of new laws, democratic oversight of the security sector, creation of new ministries and different new security institutions) was launched, involving many international stakeholders. Within this framework, and taking into account some lessons learned from Kosovo, it would be time to reflect on the principle of « Security Sector Reform houses », which would focus on a functional approach towards SSR rather than on an institutional one. Indeed, it has been shown that pooling resources and leveraging complementary expertise would make a significant contribution to the overall coherence of SSR processes.
