The arms control and disarmament process, a concept born from the Cold War, has led to a field of study devoted to the relationship between disarmament and development. The outcome of the 1987 international Conference on this issue could be summarised as such : an action in favour of disarmament is useful to enhance the security of all states and to contribute to the development of poorest states. As of today, the disarmament process is a reality. It is a process in which the logic of development is increasingly important. Financing disarmament is currently often the prerequisite to the conclusion and implementation of disarmament agreements. This financial issue will contribute, to a certain extent, to avoid a collapse of arms control. Favouring development will help the purpose of disarmament.
