States relations outside of their Union

The constituent States of the United States are making greater use of the foreign policy tools at their disposal, even going as far as to attempt to impose their own trading sanctions, a clear violation of the traditional separation of responsibilities. Nonetheless, there are many other legitimate instruments, particularly in the area of economic development, whereby states have the right, and are making full use thereof, to conduct a foreign policy. This evolution suggests that a rethinking of federalism, also taking into account European Nation-States, would be timely. – Summary AFRI-2001
