Disarmament: preserving the legacy and reviving the enterprise
In our world, international relations are characterised by an extraordinary volatility. This has prompted many to think about the future of arms control, disarmament and non-proliferation. Two paths lay before us, to be explored and, perhaps, approved. The first one consists in protecting the legacy through the current instruments’ enhanced efficiency : extending the authority of the norm and improving its implementation. The second path consists in reviving the enterprise of disarmament and non-proliferation using a result target : contents diversification (in particular by responding to the proliferation threat) and methodology shift. Only at this cost can disarmament contribute to the strengthening of strategic stability and international security. – Summary AFRI-2004
