The europeanization of arms export policies

While the policies regarding arms exportation fall traditionally in the domain of nation States, we can remark, however, an increasing europeanization of such policies. This process is taking place inside and outside of the framework of the European Union. This article examines how and why the decision making process on the exportation of arms by the European Union has changed. The concept of a multi-level European foreign policy has been used to distinguish four levels of European arms exportation policy: national policies, cooperative intergovernmentalism, intergovernmentalism institutionalized by « regime » type, and super-nationalism. – Summary AFRI-2001
