The new Russian military doctrine and future relationships between Russia and the West

The new Russian military doctrine, adopted April 21, 2000, contains many allusions to the Kosovo crisis and devotes long developments to the other factors that have contributed to the deterioration of Russia’s relations with the West. However, Chechnya and the instabilities in Russia’s southern periphery are also apparent in the doctrine. A number of elements, in this text as in the Kremlin’s policies, counterbalance the perception that Russia has once again adopted anti-Western postures. – Summary AFRI-2001
