Towards a European regime of minority protection?

Abstract

The concept of international regime appears to be particularly fit to help understand how European institutions have been involved in the regulation of minority issues in Eastern and Central Europe. Indeed, it includes all the instruments of the EU, NATO, OSCE and the Council of Europe that can be classified according to three kinds of mechanisms: norms, institutional practice and conditionality. Once the structure of such a regime is defined, its existence still has to be proved.
