– Abstract
Paradoxically, the multiplication of international penal jurisdictions after 1999 went hand in hand with an existential crisis in international law. The latter’s principal object was always to allow the pacific development of interstate relations. Nevertheless, wanting to have justice rule over the world, even symbolically, appears to be a dangerous utopia. The future of such an institution as the International penal court, in spite of all its prestige, does not seem granted.
