Kosovo: between dawn and dusk

Abstract

On December 19th, 2007, negotiations initiated on Kosovo’s position have failed. These negotiations’ outcome raises a number of questions, notably on the European Union’s ability to speak with one voice on the nature of Russian-Serb relations. Failure of the troika-led mediation between Serb and Kosovar parties, as well as Russia’s firm opposition to grant authority to the Security Council for any non mutually agreed solution make a unilateral declaration of independence from Kosovar authorities all the more likely. Yet, Kosovo’s access to independence would result in vast problems of a political and security nature.
