– Abstract
To this day, the High Commission on National Minorities (HCNM) has achieved a certain success in its interventions in Eastern and Central Europe countries, in spite of a rather restricted mandate. The HCNM action has been decisive during its interventions in Latonia and Estonia concerning Russian-speaking minorities, in Macedonia concerning Albanese minorities and in Rumania, concerning Hungarian minorities. This success is explained by the HCNM’s impartiality and pragmatism : it was mostly concerned with finding practical solutions to specific situations, by combining structural and operational prevention. The only flaw is European countries’ disaffection towards OSCE and particularly the HCNM, due to NATO and European Union broadening.
