Development support is a multi-shaped notion going beyond mere fund transfers. Its shapes, its means or its objectives make it a complex mechanism, rendering its optimal use difficult for donating States. The NGOs’ and multilateral organisations’ increased participation, as well as the donors’ heterogeneity, has led to ponder coordination between players of development support, which is necessary for the best functioning of support mechanisms. Yet these questions must not mask a central problematic: that of using development support as an instrument of global governance, especially in preservation mechanisms for global public goods, such as the environment, but also in the establishment of a world public policy.
