The theory of «anticipatory» action, if it is not extended to «potential» threats, but really restricted to «imminent» threats, seems compatible with an evolving interpretation of legitimate defense. The true difficulties raised by the American policy rather reside in its enforcement. How can the certainty and the inevitability of a future aggression be proved? This concept of the American national security strategy lays stress on unilateral military action and provokes legitimate worries.
